Rising to the Moment: Executive Leadership in the Hurricane Melissa Response

Hurricane Melissa offered a remarkable demonstration of strength, adaptability, and courage within Jamaica’s Fire and EMS leadership. Despite unprecedented infrastructure damage, communication failures, and rapidly evolving conditions, executive and supervisory leaders consistently rose to the moment by stabilizing operations, guiding personnel, and maintaining public confidence under extraordinary pressure. This session examines real examples of decisive leadership, rapid problem-solving, and multi-level coordination that emerged during and after the event, highlighting how leaders sustained mission focus even when traditional systems were compromised. Drawing from qualitative interviews with divisional heads, deputy commissioners, and special operations personnel across multiple parishes, this presentation showcases the positive leadership behaviors that restored situational awareness, rebuilt operational rhythm, and supported continuous service to affected communities.
