Josh Hemmelman is an EMS executive and Critical Care Paramedic with over 15 years of leadership experience spanning diverse EMS delivery models, aeromedical transport, and federal disaster response. A Magna Cum Laude graduate of Columbia Southern University, he holds a Bachelor of Science in EMS Administration and serves as the Assistant Chief of Administration for Manatee County EMS. In this role, he oversees clinical and regulatory affairs, education and professional development, recruitment and engagement, logistics, and community relations. As a transformational leader, Josh focuses on strategic, data driven system modeling, technology integration, and evidence based initiatives that elevate patient centered care and strengthen clinician retention. He is deeply passionate about mentoring and empowering the next generation of EMS professionals — guiding them to elevate care, enrich their communities, and build a lasting legacy of service for others to aspire to. Based in Bradenton, Florida, Josh is an avid cook and outdoor enthusiast who values community, connection, and meaningful experiences beyond the uniform.
