Kaitlyn Armstrong-Glenn

Kaitlyn Armstrong-Glenn, BS, NRP, is a Flight Paramedic with Air Methods and an EMS Instructor at Nova Southeastern University and The School of EMS. With 15 years of experience in emergency medical services, she has served in a variety of clinical, educational, and leadership roles, ranging from firefighter to operational leadership. Since 2012, Glenn has instructed for multiple EMS agencies, academic institutions, and continuing education programs. She holds instructor certifications across multiple disciplines, has extensive experience developing curricula, designing training programs, and creating clinical and operational protocols for Fire and EMS agencies throughout Central Florida as well as assisting in the development of the 5th Edition Emergency Pediatric Care course for the NAEMT as Affiliate Faculty.

Stephen Bailey, BA, RN, EMT-P, is a District Fire Chief with Largo Fire Rescue and an EMS educator with more than 20 years of experience in fire, rescue, and prehospital emergency care. He spearheaded the development of the Pinellas County EMS Academy, led curriculum development, and continues to serve as a lead instructor for countywide EMS education. Bailey is NAEMT EPC and PHTLS Affiliate Faculty and collaborated with NAEMT on the development of the fourth and fifth editions of Emergency Pediatric Care (EPC), including instructional content for the fifth edition. He has also served as a guest speaker at the First There, First Care Conference, presenting on leadership, interagency collaboration, and EMS system integration. His professional focus includes clinical education, instructor development, and improving provider readiness through practical, evidence-based training.

Gary Glenn has been a Florida Paramedic since 1996 and brings nearly three decades of EMS and fire service experience to the classroom. He currently serves with Largo Fire Rescue, where he has worked as a Lieutenant/Paramedic for the past 25 years.
From 2005 to 2016, Gary served as a Flight Paramedic with Bayflite in Tampa, Florida, providing critical care transport for pediatric, trauma, and critically ill patients throughout the region. Gary has been teaching Emergency Pediatric Care (EPC) for more than eight years and serves as Affiliate Faculty with Pinellas County EMS & Training. He holds an Associate of Science Degree in Fire Science and is passionate about advancing pediatric emergency care through education and hands-on training. Drawing from extensive field and critical care experience, Gary brings practical, real-world perspectives to the classroom, helping providers build the knowledge, confidence, and critical-thinking skills needed to care for pediatric patients in emergency situations.

Josh Hemmelman is an EMS executive and Critical Care Paramedic with over 15 years of leadership experience spanning diverse EMS delivery models, aeromedical transport, and federal disaster response. A Magna Cum Laude graduate of Columbia Southern University, he holds a Bachelor of Science in EMS Administration and serves as the Assistant Chief of Administration for Manatee County EMS. In this role, he oversees clinical and regulatory affairs, education and professional development, recruitment and engagement, logistics, and community relations. As a transformational leader, Josh focuses on strategic, data driven system modeling, technology integration, and evidence based initiatives that elevate patient centered care and strengthen clinician retention. He is deeply passionate about mentoring and empowering the next generation of EMS professionals — guiding them to elevate care, enrich their communities, and build a lasting legacy of service for others to aspire to. Based in Bradenton, Florida, Josh is an avid cook and outdoor enthusiast who values community, connection, and meaningful experiences beyond the uniform.

Jason Powell is a critical care paramedic, tactical paramedic, and EMS educator for Buchanan County EMS in Saint Joseph, MO. Jason has 26 years of experience in EMS and has worked in a variety of roles including both prehospital and in-hospital care. Prior to coming to Buchanan County EMS, Jason worked as a flight paramedic in the Kansas/Missouri area, and spent 16 years working at Grady Health System in Atlanta, GA where he began as an EMT-Intermediate then worked his way up to paramedic, community paramedic, field training officer, special operations paramedic, clinical quality improvement coordinator, and EMS educator, serving as the lead instructor for Grady’s in-house CAAHEP-accredited paramedic program. Jason is an NAEMT Instructor/Course Coordinator for PHTLS, AMLS, EPC, GEMS, TECC, EMS Safety, AHDR, PTEP, and CPM series and serves as NAEMT Affiliate Faculty for AHDR, AMLS, EPC, PHTLS, PTEP, and TECC. Jason also serves as the Chair of the NAEMT EPC Committee.

Cory S. Richter, BA, NRP, is a retired Deputy Chief for Indian River County Fire Rescue in Florida. He has been in EMS for over 40 years and has worked for several agencies, including a private ambulance service doing both non-emergency transports and responding to 911 calls. Cory now works for Indian River Shores Public Safety Department as the IT Director. IRSPSD is a public safety agency that covers the town of Indian River Shores for police, fire, and EMS. Cory manages all the network and system programs for the agency and works with the medical director on the EMS protocols. Cory is active in NAEMT as a provider and instructor in AMLS, PHTLS, EPC, GEMS, and TECC and is an affiliate faculty for AMLS, PHTLS, EPC, TECC and GEMS. Cory works with American Heart Association (AHA) as a training center coordinator, holds ACLS and BLS instructor certifications, and is a regional faculty for ACLS and BLS. Cory was the task force chair for his region in Florida and a member of the state Emergency Communication Center (ECC) committee. Cory is on the National Fire Protection Association 450 and 451 technical committees. Cory earned a Bachelor of Arts degree in Biology from Franklin Pierce College and an Associate degree in Fire Science and EMS from Indian River State College. He was chairman of the Florida EMS Advisory Council and served 4 years, he was the chairman of the Florida EMS Strategic Plan, and was active on several state committees. He has devoted many years to both National and state-level EMS issues – one being the creation of the Florida Drug Shortage Committee.
