Allen G. Lewis, MPA, CFO, CEMSO, CEM, FWEM, is an internationally experienced paramedic, fire chief, and emergency management leader with over 25 years of service across the United States, Africa, the Middle East, and the Pacific. He is the former Director of Emergency Services for U.S. Army Garrison–Kwajalein Atoll and an Adjunct Professor of EMS Administration at Columbia Southern University. A Fellow of World Extreme Medicine and the Royal College of Surgeons of Edinburgh’s Faculty of Remote, Rural & Humanitarian Healthcare, Allen has served as a protective security medic for the U.S. Ambassador to Afghanistan, a remote/maritime medic, and a consultant for Emergency Services Consulting International. He holds a Master of Public Administration and is a nationally recognized conference speaker on EMS leadership, austere medicine, and high-threat operations.

Remote and Austere EMS Operations: Lessons for Every EMS System

EMS providers worldwide increasingly face situations that resemble “austere” environments — limited staffing, extended transport times, delayed resources, supply chain disruptions, and operational isolation. Yet lessons from true austere and remote settings are rarely translated into domestic EMS education. In this session, we examine field-tested strategies derived from more than two decades of global practice in high-risk, resource-limited environments including Afghanistan, Iraq, South Sudan, the Democratic Republic of Congo, offshore maritime vessels, and remote Pacific islands.

Participants will explore actionable practices that improve decision-making, clinical care, patient safety, and operational resilience — regardless of department size or geography. The presentation connects austere medicine principles to everyday EMS challenges, offering practical tools for providers, training officers, supervisors, and system leaders. By reframing “lack of resources” as a predictable operational condition, EMS agencies can build a more capable and adaptable workforce prepared for tomorrow’s complex response environment.
