Retired Chief Juan Carlos Cardona has 33 years of experience, 26 years with the Coral Springs–Parkland Fire Department in Florida where he served as the EMS Division Chief. He holds a bachelor's degree in Professional Management from Nova Southeastern University and an MPA from Barry University. A former member of the NAEMT Board of Directors, serves on the International Paramedic Registry (IPR), a member of the Editorial Board of EMS World Magazine & Conference, and serves on the Editorial Board of RED LATAM International Conference and the APH LATAM Journal of Prehospital Medicine.
His professional experience includes leading medical operations during mass casualty incidents, developing community health programs, managing large EMS organizations, and providing bilingual, international consulting on emergency preparedness, organizational leadership, and high-threat incident response in many countries.

2026 Sessions

United States School Shootings: Focusing on Response

This session is designed to help better prepare you to respond to incidents where school children and teachers have become victims of school gun violence. The increased frequency of school shootings has made planning, preparedness, quick response, and accurate assessment by EMS/fire essential. This session will focus on the response to school shootings when the police yell over the radio, “We need EMS.”

Attendees will learn how EMS systems become overloaded with requests for service. It will better prepare responders to care for children that they know from the community, including their own. During this session we will break down the roles involved in managing a school shooting. We will review scene safety, how to manage the scene, including dealing with concerned parents and reunification. We will also explain how to respect the crime scene. We will review recent case studies and will include school shooting data for each state. Finally, we will explore BLS and ALS treatment for gun shot wounds.
