Laura Clary, MSN, RN, FNE-A/P, SANE-A, SANE-P is the Program Director of the Greater Baltimore Medical Center (GBMC) Sexual Assault Forensic Examination, Domestic Violence & Child Protection Program. With over 16 years of nursing experience, she is nationally certified to care for patients across the lifespan affected by sexual assault, child abuse, intimate partner violence, and human trafficking. In addition to clinical care, Mrs. Clary is a passionate educator, lecturing nationwide on trauma-informed care for victims of violence. She has extensive experience in Emergency and Trauma nursing, is a Maryland Board of Nursing approved Forensic Nurse Examiner Instructor and has taught and precepted registered nurses, physicians, social workers, EMS and law enforcement from all over the United States.

First on the Scene: A Trauma-Informed Response to Sexual Assault

Sexual violence is a public health crisis—approximately one in three females and one in six males experience sexual violence in their lifetime. Despite this staggering prevalence, more than two-thirds (67.5%) of victims never report their assault to law enforcement. For many survivors, the first interaction with a responder occurs not in a police station or hospital, but with EMS on the scene. This critical moment can either begin the process of healing or unintentionally compound the trauma.

This interactive lecture focuses on EMS as the frontline of response to sexual violence, abuse, human trafficking, and domestic violence. Through real case studies, presenters will explore the intersection of medical stabilization, evidence preservation, and trauma-informed care—emphasizing the importance of empathy, communication, and collaboration from the first point of contact.

EMS providers play a vital role in recognizing signs of trauma, providing nonjudgmental medical care, and preserving evidence integrity while ensuring patient safety and emotional support. Working in Baltimore, a region rich in diversity and complexity, the presenters bring extensive experience in culturally responsive, multidisciplinary care. Their unified goal is to empower EMS professionals to reduce revictimization, build trust, and ensure every survivor receives the respect and compassion they deserve.

Detective Scott Kilpatrick, a seasoned investigator with the Baltimore County Police Department’s Crimes Against Children Unit, serves as a consultant for GBMC’s Sexual Assault Forensic Examination and Domestic Violence Program. His trauma-informed approach enhances care for victims of sexual assault and human trafficking. A nationally certified instructor, he partners with GBMC staff nationwide to teach sensitive interviewing techniques and improve victim-centered responses. Kilpatrick trains professionals to recognize trauma’s effects, refine evidence collection, and foster empathy-driven care.
