Matthew Gavula is a Fire Paramedic Lieutenant with the Philadelphia Fire Department, where he has served as an EMS Operational Supervisor since 2014. Currently assigned to the PFD Field Administration Unit, Lt. Gavula plays a key role in strategic planning and operational readiness for the department. He has been instrumental in coordinating emergency medical services for major citywide events, including the 2015 Papal Visit, the 2016 Democratic National Convention, and the 2017 NFL Draft. In addition to his operational leadership, he has contributed to the development of future firefighters by teaching numerous cadet classes at the Philadelphia Fire Training Academy. Lt. Gavula brings a wealth of experience, dedication, and instructional expertise to every facet of his service.

From Clinician to Commander: Preparing New EMS Officers for Leadership and Administration

Transitioning from field provider to EMS officer requires more than clinical expertise—it demands a new mindset, leadership acumen, and administrative competence. This interactive training program is designed to equip newly promoted EMS officers with the tools they need to lead effectively and manage daily operations with confidence. Through immersive simulations, inbox prioritization exercises, and scenario-based learning, participants will explore leadership styles, decision-making under pressure, and the essential administrative duties that keep EMS systems running smoothly. This course bridges the gap between clinical excellence and operational leadership, ensuring a successful transition into supervisory roles.

As a 24-year veteran of the Philadelphia Fire Department and 30-year veteran Paramedic. I began my EMS career in Critical Care Transport for a University Hospital before dedicating my attentions to the unique challenges of urban fire-based EMS. I have focused my attention mainly on achieving clinical excellence and engendering the same in others through education and mentorship. Additionally, I have been involved with first responder mental health both within the department and externally through the IAFF at the local, regional and national level.

Masters of Disaster: Creating an Immersive MCI Training Experience

In an era of increasing threats and complex emergencies, immersive training is essential to prepare first responders for high-stakes, high casualty incidents. This presentation will explore the development and implementation of a dynamic immersive mass casualty incident (MCI) training program, using the Philadelphia Fire Department’s Disaster University—held in Fall 2025—as a case study. Attendees will gain insight into designing realistic, multi-agency scenarios that integrate EMS, fire, law enforcement, and emergency management. This session will highlight key planning considerations, simulation technology, interagency coordination, and lessons learned to help departments build their own high-impact MCI training experiences.
