Dia Gainor, MPA is the Executive Director of NASEMSO. Her fervor about rural road safety took root in 1980 as a volunteer firefighter specializing in vehicle extrication in southeastern Pennsylvania. Serving simultaneously as a paramedic with a separate ambulance service, her 911 response area included both dense corridor clusters as well as suburban areas. After moving to Maryland she worked for the state coordinating medevac helicopter response statewide, and then as a regulator with responsibility for implementation of the first paramedic certification program. She served for 19 years as the Idaho state EMS director, and is now the Executive Director of the National Association of State Emergency Medical Services. Dia has fulfilled multiple national roles and is the recipient of several prominent awards and recognition for her work in EMS.

EMS, 9-1-1, and Highway Safety: Collaboration That Improves Outcomes

When a motor vehicle crash happens, EMS strives to improve outcomes with faster, safer, and smarter response. Strengthening this response can start with deeper partnerships with 9-1-1 and Highway Safety—connections that can open doors to new resources, better coordination and shared solutions.

For many EMS leaders, 9-1-1 and Highway Safety partners sit outside the day-to-day world of staffing, training, and clinical oversight. Yet the decisions these groups make directly impact how quickly help arrives, where risks concentrate and what resources your agency can access.

This session will challenge the way EMS leaders think about collaboration. Attendees will learn how to find the right people, start meaningful conversations, and join planning efforts that influence roadway safety priorities. This session will also highlight joint-improvement opportunities like expanding access to prehospital blood—and show how shared data and aligned goals can turn EMS, 9-1-1 and Highway Safety into a coordinated force for saving more lives after a crash.
