Gerad Troutman, MD, MBA, FACEP, FAEMS is the Associate Chief Medical Officer for Global Medical Response and medical director for the American Ambulance Association. He is an assistant professor of Emergency Medicine at Texas Tech University Health Sciences Center in Lubbock, TX where he is the local EMS medical director and serves as a mentor to the Texas Tech Innovations Hub. He is a past president of the Texas College of Emergency Physicians and currently serves on the Texas Governor’s EMS & Trauma Advisory Council of Texas.

From Fragmentation to Alignment: Driving Patient Care Improvement Across a 30,000‑Person EMS Healthcare Organization

Large, geographically distributed EMS healthcare organizations often struggle to achieve consistent clinical quality due to variation in practice, leadership structures, and local priorities. This session describes how a national EMS healthcare organization aligned more than 30,000 clinicians, leaders, and medical directors around a shared strategy to improve patient care and outcomes.

Speakers will discuss the deliberate shift from fragmented, locally siloed quality efforts to an aligned, system‑wide approach that balanced national expectations with local ownership. Key elements included medical director alignment, frontline clinician engagement, peer‑driven quality processes, and data‑informed performance feedback focused on outcomes rather than compliance alone.

Attendees will learn practical strategies for scaling clinical quality initiatives across complex organizations, fostering cultural buy‑in, and sustaining momentum over time. The session will highlight lessons learned, challenges encountered, and actionable insights for healthcare leaders responsible for quality, medical direction, and system‑level performance improvement.

Geneva Whitmore

Global Medical Response

Geneva Whitmore is Associate Vice President of Clinical Quality at Global Medical Response and holds a Master of Public Health. She leads the Clinical Quality team, driving improved patient outcomes and alignment with industry standards in Continuous Quality Improvement, clinical metrics, and performance analysis. Originally trained as a chemist, she transitioned from biotech to EMS in 2009, becoming an EMT and joining GMR in 2010 while serving in a volunteer fire department. After completing her graduate degree, she advanced to Clinical Integration Data Manager, where she developed the Clinical Outcomes and Performance Analysis (CO/PA) program for air and ground partners. This work fostered best practice sharing and collaboration. Whitmore specializes in building data-driven quality programs and leading cross-functional teams to advance clinical excellence.
