Eric Bailly
Eric Bailly, LPC, LADC, is the Founder of NorthStar Behavioral Health Advisory, a strategic advisory firm helping behavioral health, recovery, academic, and advocacy organizations strengthen operations, diversify revenue, and advance payment innovation. A licensed behavioral health clinician and person in long-term recovery, Eric brings more than 25 years of experience across direct substance use disorder treatment, crisis services, managed care operations, payer strategy, health policy, and behavioral health system transformation.
Prior to founding NorthStar, Eric served as Senior Director at Third Horizon, where he supported national efforts related to addiction payment reform, behavioral health integration, and alternative payment models. He previously spent 15 years at Elevance Health, where his work culminated in enterprise-level substance use disorder strategy and opioid overdose response. Eric is also a Resident Scholar and Adjunct Professor at Concordia College’s School of Health Professions, where he teaches and supports curriculum development for the next generation of behavioral health and healthcare leaders.

Payer Landscape Workshop: Winning Networks, Rates, and Referral Durability in 2027

<strong>Session Description</strong>: Payers are reshaping behavioral health networks—and the providers who win in 2027 will be the ones who can pair strong clinical delivery with clear operational proof and a disciplined contracting strategy. This interactive workshop is designed to help leaders translate today’s payer environment into an actionable plan for strengthening network position, improving contract performance, and protecting referral durability.<br>
<br>Participants will work through practical frameworks for evaluating in-network vs. out-of-network strategy, preparing for negotiations, and reducing friction across medical necessity, prior authorization, and utilization management. The session will also focus on the “proof points” payers increasingly expect—access, continuity, outcomes, and documentation quality—and how to package that information in a way that supports rates, renewals, and long-term network stability.<br>
<br>Attendees will leave with a clear set of next steps for the next 90 days and beyond, including a contracting prep checklist, a payer-risk assessment template, and a prioritized action plan to improve performance with top payers. Ideal for CEOs, CFOs, COOs, contracting leaders, and clinical operations leaders responsible for payer relationships and growth.<br>
