Congressman Steny H. Hoyer has built a distinguished record in Congress as a legislative leader committed to strengthening public health systems, supporting law enforcement, and advancing policies that protect communities from the devastating impact of substance use disorders and drug trafficking.
One of the most senior members of the U.S. House of Representatives, Congressman Hoyer has served in numerous leadership roles, including House Majority Leader (2007–2011, 2019–2023) and House Democratic Whip (2003–2007, 2013–2019). Throughout his tenure, he has played a key role in advancing major bipartisan legislation and building consensus to address pressing national challenges, including public health and community safety.
A longtime member of the House Appropriations Committee and currently Ranking Member of the Appropriations Subcommittee on Financial Services and General Government, Congressman Hoyer has helped secure critical federal investments in health and law enforcement initiatives. During his service on the Appropriations Subcommittee on Labor, Health and Human Services, and Education, he championed increased funding for public health programs, community-based services, and early intervention initiatives that strengthen families and support vulnerable populations.
Congressman Hoyer has been a strong supporter of federal law enforcement efforts aimed at combating drug trafficking and organized crime. He has helped secure funding for the High Intensity Drug Trafficking Area (HIDTA) Program, which coordinates federal, state, and local efforts to reduce drug production and distribution. He has also supported the Community Oriented Policing Services (COPS) Program and other initiatives that equip law enforcement and first responders with the tools needed to respond effectively to substance-related emergencies.
Recognizing that the substance use crisis requires both enforcement and public health responses, Congressman Hoyer has consistently supported investments in prevention, treatment, and recovery services. He has worked to strengthen community-based health systems and expand access to care, particularly for low-income and underserved populations. His leadership in expanding health coverage for millions of children through the State Children’s Health Insurance Program reflects his broader commitment to ensuring Americans have access to essential health services.
Representing a district that includes major federal research and regulatory facilities, including the Food and Drug Administration (FDA), Congressman Hoyer understands the importance of federal leadership in advancing science-driven policies that protect public health.
