Kevin Roy is the Chief Public Policy Officer for Shatterproof. He has led its national advocacy initiatives since 2018 as both federal and state leaders push for solutions to the addiction crisis. Shatterproof has advanced policy to promote addiction solutions in more than thirty states and has worked with Congress to transform addiction education and reduce overdose deaths. This includes passage of the landmark Medication Access and Training Expansion (MATE) Act which was signed into law in December 2022 and requires addiction training for all medical professionals to obtain a DEA license to prescribe controlled substances.
Kevin has also led a national effort to integrate mental health and addiction treatment into the primary care setting. This was done by expanding coverage of Collaborative Care Model (CoCM) in state Medicaid plans. When Shatterproof began this effort, only 14 states, with 21 million Medicaid members (27% of the national total), had activated the CoCM codes in their Medicaid plans. As of 2024, Shatterproof's efforts led to 35 states, with approximately 69 million members (88% of the national total).
Additionally, Shatterproof’s policy program has led the national effort for transparency in opioid settlement funds leading a national coalition and advancing policy in dozens of states.
Most recently, Shatterproof is leading efforts to enact youth prevention policy in states that have legalized recreational marijuana.
Prior to Shatterproof, Kevin was Executive Vice President for Autism Speaks where he led efforts that more than doubled the federal research budget for autism. He partnered with leaders in the disability community to pass the Stephen Beck, Jr. ABLE Act to create Section 529 savings accounts to help individuals and families finance disability needs, considered by some to be the most significant disability legislation since the Americans with Disabilities Act (ADA).
Additionally, he has advised early-stage biotech and technology firms on their public affairs and market strategies through the consulting firm he founded. Prior to that, Kevin worked on Capitol Hill as a senior advisor on federal budget policy. Kevin began his career as an auditor for Deloitte & Touche in Boston.
Kevin earned his MBA from the Fuqua School of Business at Duke University and a BA from Dickinson College.
