Susan E. Collins, PhD, is a licensed clinical psychologist, professor in the Department of Psychiatry and
Behavioral Sciences at the University of Washington, attending psychologist in
UW- Medicine's Outpatient Psychiatry Clinic, and codirector of the Harm Reduction Research and Treatment
(HaRRT) Center at Harborview Medical Center. She has worked in addiction psychology for nearly 30 years. She partners with people who
use substances, community organizations, and multidisciplinary teams to co-develop and evaluate
interventions that reduce harm and improve quality of life. She has authored over 80 peer-reviewed
publications and the treatment manual Harm Reduction Treatment for Substance Use. Her work is grounded
in lived experience—her own and her family’s—with addictive behaviors. This perspective drives her
commitment to reducing stigma, expanding access to care, and supporting people on their own terms.
