Michael Davenport serves as the Commander of the Hamilton County Heroin Task Force and the Quick Response Team (QRT), where he drives innovative, cross-agency strategies to combat the opioid crisis and substance use disorders across the region.
Davenport holds both a Bachelor of Science and Master of Science in Criminal Justice from the University of Cincinnati. With over 25 years of experience in local law enforcement, he brings operational expertise and a longstanding commitment to public safety.
Davenport leads a highly specialized, multi-agency investigative team comprising twelve members from the Cincinnati Police Department, Ohio Bureau of Criminal Investigation, Hamilton County Sheriff’s Office, U.S. Drug Enforcement Administration, and the Ohio National Guard Counter Drug Unit. His leadership has been instrumental in holding drug dealers accountable for the devastating loss of life in our community. To date, these investigations have covered more than 2,000 overdose deaths.
Davenport also serves as the Law Enforcement Director for the Hamilton County Quick Response Team, a nationally recognized 10-member team pairs trained navigators with law enforcement officers to provide outreach throughout Hamilton County. Together, they create non-arrest pathways out of the criminal justice system and into essential services within the continuum of care, addressing substance use, mental health, homelessness, and other social determinants of health challenges.
