Colleen Snow holds a Master's in Social Work from Rutgers University, specializing in clinical practice with an emphasis in addiction. Her journey in the field began during her graduate studies, embarking on program building and working with incarcerated individuals. Post-graduation, she became Program Director of a new adolescent residential, providing rehabilitation for youth in the criminal justice system. Colleen's dedication guided her back to the Camden County Correctional Facility and Juvenile Detention Center, to support both adults and adolescent inmates in addressing their mental health needs.

In 2019, she returned to the field of substance use to complete her LCADC hours. She was then offered the position of Coordinator for a new pilot, Project SAVE; later assumed as Director. Her role was to build the program, collaborate with 34 municipalities, Police Chiefs, and the courts to gain municipal defendant referrals, oversee Certified Alcohol and Drug Counselor staff, and produce outcomes.

Under her leadership, Project SAVE’s growth became remarkable, expanding from 20 to over 9,700 referrals, 36 municipal partners, and a wealth of exemplified outcomes. Due to her recognizable achievement, Camden County created her the position of Assistant Director of the Office of Mental Health & Addiction. Today, she is active in the development and technical analysis of programs. She is a former speaker of the Rx Summit from the PHAST, Gun Advisory Board Co-chair, OFR Coordinator, and completed the LCADC exam. Colleen Snow is a dynamic force in the field; known for her dedication, program guidance, and strategy execution to produce outcomes.
