Jonathan Woodruff

Jonathan (Jon) Woodruff, Esq., is the Managing Attorney at the Legislative Analysis and Public Policy Association (LAPPA). Jon has numerous years of experience providing legal and legislative research and analysis on effective law and policy covering public safety and health, substance use disorders, and the criminal justice system. Jon's areas of expertise include fentanyl test strips and other drug checking equipment, the health information disclosure provisions of HIPAA and 42 C.F.R. Part 2, law enforcement and other first responder deflection initiatives, naloxone access, Good Samaritan fatal overdose prevention, and overdose fatality reviews. Jon also served as the lead drafter of several LAPPA model laws. Prior to joining LAPPA, Jon was a Senior Legislative Attorney with the National Alliance for Model State Drug Laws, a private practice attorney in Virginia and the District of Columbia, and an insurance company actuary in Illinois. Jon received a B.A. in Physics from Illinois Wesleyan University, and a J.D. from the University of Virginia School of Law, where he was a member of the Virginia Law Review.
