Jonathan (Jon) Woodruff, Esq., is the Managing Attorney at the Legislative Analysis and Public Policy Association (LAPPA).

Jon has numerous years of experience researching, analyzing, and presenting on state and federal criminal justice and health care issues involving, among other things, pharmacy-based buprenorphine treatment, opioid treatment programs/medication units, drug checking/drug paraphernalia laws, the health information disclosure provisions of HIPAA and 42 C.F.R. Part 2, law enforcement/other first responder deflection initiatives, overdose reversal agent access, and Good Samaritan fatal overdose prevention.

Jon is the lead drafter of the following five LAPPA model laws: (1) Model Buprenorphine Administration by Emergency Medical Services Act (forthcoming); (2) Model Overdose Reversal Agents Act (October 2024); (3) Model Fentanyl/Xylazine Test Strip and Other Drug Checking Equipment Act (April 2023); (4) Model Law Enforcement and Other First Responder Deflection Act (March 2022); and (5) Model Overdose Mapping and Response Act (March 2020). Jon also contributed to many other model laws published by LAPPA.

Jon is a former Senior Legislative Attorney at the National Alliance for Model State Drug Laws (NAMSDL). Prior to joining NAMSDL, Jon was a private practice attorney in Virginia and the District of Columbia, as well as an insurance company actuary in Illinois. Jon received a B.A. in Physics from Illinois Wesleyan University (1995), and a J.D. from the University of Virginia School of Law (2003), where he was a member of the Virginia Law Review. Although Jon is no longer a practicing actuary, he attained Fellowship in the Casualty Actuarial Society in 2000.
