Heather V. Gray, Esq., has over a decade of experience in legal and legislative matters in the areas of alcohol, controlled substances, health care, and criminal justice and currently serves as a Senior Legislative Attorney with the Legislative Analysis and Public Policy Association (LAPPA). Prior to her work at LAPPA, Ms. Gray served as a senior research associate with the Institute for Intergovernmental Research where she worked on the Bureau of Justice Assistance Comprehensive Opioid Abuse Program, supporting the Prescription Drug Monitoring Program Training and Technical Assistance Center. Her responsibilities included legislative research and analysis on prescription monitoring programs and other opioid-related legislation and providing training and technical assistance to stakeholders. Ms. Gray was the Legislative Director for the National Alliance for Model State Drug Laws where she conducted research and analysis of statutes, regulations, guidelines, policies, and other materials related to drugs and alcohol. She also drafted, and assisted others with the drafting of, model laws. Ms. Gray has served as a legal consultant on numerous drug and drug-related legal and legislative matters. She also has drafted and edited materials and consulted on various matters regarding alcohol, controlled substances, health care, and criminal justice for a number of national associations. Ms. Gray received her juris doctorate degree from the University of Memphis, Cecil C. Humphreys School of Law. She is a member of the State of Tennessee Bar.
