Carol Newark, Ph.d., is the Executive Director of the Harm Reduction Institute in Santa Ana, CA. She began been working in the field of harm reduction while pursuing her Ph.D. at the University of California, Irvine. Her research focuses on state and federal drug policy, as well as the harm reduction movement. Carol has worked with both syringe services programs that have attempted to operate in Orange County, CA.
