Robert Lawlor

Robert F. Lawlor Jr. stands at the forefront of efforts addressing drug-related crises, leveraging a rich tapestry of experience spanning addiction, law enforcement, and public health. As the Drug Intelligence Officer for New England High Intensity Drug Trafficking Areas (HIDTA) and a pivotal figure in the Connecticut Overdose Response Strategies (ORS) team, he exemplifies the synergy of public health and safety collaboration.

Beginning in 1995 with the New Haven Department of Police Service, Mr. Lawlor quickly distinguished himself in numerous roles. From his tenure with the Connecticut State Police Statewide Narcotics Task Force to leading the Robbery/Burglary and Homicide/Cold Case Units, his passion and dedication were evident.

In 2015, Mr. Lawlor joined New England HIDTA and stepped into the ORS team, a groundbreaking initiative focusing on timely data sharing, pertinent intelligence, and the application of evidence-based strategies, all geared toward reducing drug overdoses and preserving lives.

Academically, Mr. Lawlor's credentials are impeccable. He boasts a B.S. in Criminal Justice from POST University, an M.S. in Criminal Investigations from the University of New Haven, and an M.S. in Addiction Policy and Practice from Georgetown University. He is also a graduate of the DEA Drug Investigators School and the NYPD Homicide Investigators School. Numerous awards and citations adorn his career.

A champion for the mental wellness of law enforcement, Mr. Lawlor helped establish the New Haven Police Department's Employee Assistance Programs Peer Support Team and now serves as a Mental Health First Aid Instructor for Public Safety.
