Carla Carter is an Associate Deputy Director for Enforcement with the HHS Office for Civil Rights. She provides direct and ongoing supervision to staff implementing nationwide compliance and enforcement programs to protect the civil rights of children and families involved in the U.S. child welfare system. Ms. Carter also develops civil rights policies, drafts regulations, and provides technical assistance to child welfare entities and courts to ensure compliance with civil rights laws. Ms. Carter holds a J.D. from the City University of New York Law School and a B.A. in Early Childhood Education from Lincoln University.
