Roy Belcher is the Director of Planning and Community Services at the Vermont Department of Health, Diviison of Substance Use Programs. Roy joined the health department in 2015 in the HIV/STD Hepatitis Program of the Division of Infectious Diseases and Epidemiology. He joined the Division of Substance Use Programs in 2019 as the Overdose Data to Action program manager and began his current position as the Director of Planning and Community Services in July of 2021. His team oversees all substance use messaging and media for the department.
