Senior Director, Third Horizon Strategies
Eric Bailly is Senior Director at Third Horizon Strategies, a Chicago-based, boutique advisory firm focused on shaping a future system that actualizes a sustainable culture of health nationwide. This work includes a leadership role with the Alliance for Addiction Payment Reform. Prior to THS, Eric spent 15 years at Elevance Health, most recently focused on enterprise substance use disorder and opioid overdose response strategy.

Eric earned a Bachelors Degree in Psychology from Concordia College in Moorhead, Minnesota, in 1993, and a Masters Degree in Counseling Psychology from the University of Colorado at Denver in 1996. Eric is a Licensed Professional Counselor in the states of North Dakota and Colorado and is a Licensed Alcohol and Drug Counselor in the state of Minnesota. Eric has worked as a behavioral health clinician in several settings including Outpatient Substance Use Disorder treatment services at both Kaiser Permanente and the Jefferson County Department of Health and Environment, both in the Denver metro area.

From 2014 to 2023, Eric served as an adjunct professor at the Concordia College, School of Healthcare Professions, where he taught Health Information Systems to undergraduate students pursuing degrees in healthcare and healthcare administration. Additionally, Eric currently serves on a variety of boards and committees tied to organizations who are committed to improving the health and wellbeing of those who live with mental health and substance use issues.
