Eric Bailly is the founder of NorthStar Behavioral Health Advisory, a strategic advisory firm helping behavioral health organizations optimize workflows, diversify revenue, and drive payment innovation. He works with a range of mission-aligned clients — from collegiate institutions to advocacy and provider organizations — focused on delivering quality care at scale.
Before founding NorthStar, Eric served as Senior Director at Third Horizon, where he played a leadership role with the Alliance for Addiction Payment Reform. Prior to that, he spent 15 years at Elevance Health, culminating in enterprise-level strategy for substance use disorder and opioid overdose response.
Eric brings a rare combination of payer expertise, clinical credibility, and operational insight. He holds a Bachelor's in Psychology from Concordia College and a Master's in Counseling Psychology from the University of Colorado Denver, and is a Licensed Professional Counselor in North Dakota and Colorado and a Licensed Alcohol and Drug Counselor in Minnesota. He has delivered direct clinical services in outpatient SUD settings at Kaiser Permanente and the Jefferson County Department of Health and Environment.
Since 2014, Eric has served as an adjunct professor at Concordia College's School of Healthcare Professions, where he is currently a Resident Scholar supporting curriculum development and student advising in healthcare administration.
