Milena Sullivan leads Avalere Health’s strategic advisory services for life sciences clients navigating the evolving U.S. healthcare policy landscape. With more than 20 years of experience in policy, advocacy, and market access, she has deep expertise in Medicare payment, drug pricing reforms, oncology policy, and patient access strategies. As Practice Director, she drives client growth, manages multidisciplinary teams, and provides strategic guidance on key policy developments, including the Inflation Reduction Act and Medicare drug pricing negotiations.

Previously, Milena led Avalere Health’s IRA negotiation strategy team and held positions at Bristol-Myers Squibb, where she advised senior leadership on policy risks and opportunities affecting the oncology portfolio, and at Novartis Vaccines and Diagnostics, where she focused on state policy, public health issues, and Affordable Care Act implementation. She holds an MA in International Policy and Practice from The George Washington University and a BA from Miami University of Ohio.
