(February 20, 2026) The U.S. Department of Health and Human Services’ Administration for Children and Families (ACF) has announced that three FDA-approved Medications for Opioid Use Disorder (MOUD) — buprenorphine, methadone, and naltrexone — are now eligible for funding under Title IV-E Prevention Services. This change allows states, tribes, and territories to receive federal matching funds (50%) when using Title IV-E to help parents with opioid use disorder access evidence-based treatment while keeping children safely at home or in kinship care, instead of entering foster care.
ACF adopted a Fast-Track Evidence Review Procedure that builds on existing FDA approval and safety reviews to designate these medications as “well-supported” for prevention purposes, streamlining the Title IV-E inclusion process. This policy aligns with broader federal efforts to integrate substance use disorder treatment into child welfare prevention strategies and help stabilize families affected by opioid use. States and tribal jurisdictions can now amend Title IV-E prevention plans to include MOUD services and access technical assistance for implementation.
