Raphael M. Barishansky, DrPH, MPH, MS, CPM is a nationally recognized leader in public health and emergency medical services (EMS), with over 30 years of experience spanning multiple systems and agencies in roles of increasing responsibility.

Most recently, Dr. Barishansky served as Deputy Secretary for Health Preparedness and Community Protection at the Pennsylvania Department of Health, overseeing 5 bureaus. Prior to that, he was the Director of the Office of Emergency Medical Services (OEMS) at the Connecticut Department of Public Health.

Dr. Barishansky serves as adjunct faculty at several universities, where he teaches undergraduate and graduate courses. A prolific writer and speaker, his work has been widely published in academic and professional journals, and he is a frequent presenter at regional, state, national and international conferences.
