Jennifer Snow, MPH

Founder | Apteka

Jennifer Snow is the founder of Apteka Policy, a boutique consulting practice that helps pharmaceutical companies, coalitions, and advocacy organizations navigate U.S. drug policy and reimbursement. She translates dense regulatory and legislative developments across drug pricing, Medicare, Medicaid, 340B, the Inflation Reduction Act, and PBMs into clear strategic direction. Critically, she does something most policy advisors don't: she tells clients what isn't worth their time, diagnosing the "shiny object" stories that need to be acknowledged and then set aside.

Jennifer brings a rare cross-sector perspective built over two decades inside the system. She has carved out PBMs at Stanford University, drafted regulations at the Centers for Medicare & Medicaid Services, shaped commercial policy strategy at AstraZeneca, and built client advisory practices at Avalere Health and Xcenda. That range is the point — she understands how pharmaceutical policy looks from every seat at the table: regulator, manufacturer, payer, and advocate.

Her work spans issue briefs, white papers, standing policy retainers, and podium talks designed to help organizations understand what's happening now and position for what's coming next. She is a regular speaker at industry events and writes the AMP is WAC newsletter, a plain-language guide to pharmaceutical policy for leaders who don't have time to read everything.

Jennifer is based in Bethesda, Maryland and holds degrees from Georgetown University and the University of North Carolina at Chapel Hill.
