Stephen Bailey

Stephen Bailey, BA, RN, EMT-P, is a District Fire Chief with Largo Fire Rescue and an EMS educator with more than 20 years of experience in fire, rescue, and prehospital emergency care. He spearheaded the development of the Pinellas County EMS Academy, led curriculum development, and continues to serve as a lead instructor for countywide EMS education. Bailey is NAEMT EPC and PHTLS Affiliate Faculty and collaborated with NAEMT on the development of the fourth and fifth editions of Emergency Pediatric Care (EPC), including instructional content for the fifth edition. Stephen also serves as an instructional designer with the Florida Center for Emergency Medical Services within the University of South Florida's Department of Emergency Medicine. In this role, he develops evidence-based educational content focused on EMS, leadership, and public service. He has also served as a guest speaker at the First There, First Care Conference, presenting on leadership, interagency collaboration, and EMS system integration. His professional focus includes clinical education, instructor development, and improving provider readiness through practical, evidence-based training.
