Carl A. Flores is Director of Emergency Medical Services for St. Charles Parish Hospital and brings more than 30 years of leadership experience in EMS, hospital emergency management, and disaster response. He previously served as Chief of EMS for the City of New Orleans, leading system transformation and disaster readiness efforts following Hurricane Katrina. In 2020, he joined University Medical Center New Orleans as Burn Outreach Coordinator and later served as Director of Emergency Management during Louisiana’s most active hurricane season on record. Chief Flores currently serves as Chair of the American Burn Association Disaster Committee and Southern Region Burn Disaster Coordinator. Most recently, he served as Executive Director of Emergency Preparedness for the Louisiana Department of Health, where he helped implement operational efficiencies saving the state $650,000 annually.
