Rebecca Carmody is a Master EMS Instructor and Paramedic with more than 25 years of active ALS 911 experience, currently serving as the EMS Training Officer in Las Vegas, Nevada. She holds multiple credentials including ACLS, PALS, CPR, TECC, PHTLS, GEMS, PTEP, EVOS, NAEMT Instructor, and Course Coordinator. She serves on the NAEMT EMS Disaster Preparedness Committee and is an expert content reviewer for Jones & Bartlett Learning EMT and AEMT textbooks. Her education includes an Associate of Applied Science in Paramedic Medicine and an Associate of Applied Science in Fire Technology from the College of Southern Nevada. Her accomplishments include expanding Field Training Officer programs, leading QA/QI initiatives, revising protocols, and educating hundreds of EMS students.

Guns, Gloves, and Different Missions: How to Navigate EMS and Police Miscommunications When Our Priorities are Not the Same

EMS and law enforcement often arrive on the same high-risk scenes with very different missions—EMS is focused on rapid patient access and lifesaving interventions, while police prioritize safety, control, and evidence preservation. These competing priorities frequently create operational tension, delays in care, and confusion about roles.

This session uses real incidents and scenario-driven discussion to explore the most common conflict points between EMS and police, including prehospital death determination when PD restricts entry, managing agitated or restrained patients, active shooter and hostile-event integration, overdose scenes, domestic violence incidents, and vehicle pursuits. Attendees will learn practical, field-tested strategies for negotiating access, communicating effectively under stress, and integrating responsibilities without sacrificing provider safety or patient outcomes.

The class highlights the Rescue Task Force and THREAT models, minimal-entry confirmation techniques, joint restraint procedures, and simple micro-negotiation language EMS can use to work collaboratively with police. Participants will leave with actionable tools to reduce on-scene friction and improve multidisciplinary performance when seconds matter and cooperation is essential.
