Charlie currently serves as the Director of Operations for the Virginia Opioid Abatement Authority (OAA). In this role he oversees the entire lifecycle for grant awards made by the OAA as well as outreach to Virginia city and county officials. Charlie brings over twenty years of experience in Virginia government to the OAA, including serving as a Budget Operations Manager with Virginia's Medicaid agency, as the Business Administrator for two public health districts, and various roles with Virginia's alcohol control agency, including standing up and developing an external audit process and team. Charlie has significant experience in the areas of strategic planning, program development and evaluation, grant cycle management, human resources, and he is a certified fraud examiner. Charlie holds a Bachelor's degree in Religious Studies from Virginia Commonwealth University and a Master of Public Administration from Virginia Tech.
